Update 10.10.2020: Hawai’i island Mayor Harry Kim confirmed Friday out-of state passengers arriving on the Big Island will be taking a second C19 test to supplement the state’s pre-travel testing program.

Starting Thursday, October 15th, Big Island-bound trans-Pacific passengers who participate in the pre-travel testing program will be required to take a second test at the airport. The process will take anywhere from a half-hour to 45 minutes. Those who test negative are free to go. A positive result requires another test — a PCR test, the results of which won’t be available until the next day, which will require staying in quarantine.
The World Health Organization today announced a new daily record high in confirmed coronavirus cases worldwide. Last Sunday, the number of new coronavirus cases increased by at least 10% or more compared to the week before in 21 U.S. states, most of them in the West.
Studies indicate the pre-testing will catch between 20% to 80% of cases.

Why The Reckless, Dangerous Behavior?
Seventy years ago, the privileged who controlled power in Hawai’i concocted a glorious plan for the Aloha state: build hundreds of hotels and swamp the islands with millions of tourists. Middle class Americans and foreigners were willing to drop large bags of cash for an exotic island memory. Big developers received lucrative contracts from politicians, who in turn funded political campaigns for their friendly politicos.
Media has been cheerleading along the way to capture advertising dollars from the tourism industry and campaign funds from politicians. It’s a sweet pineapple for Haole Robber Barons, who descend from business magnates who overthrew Queen Lili’uokalani and the Kingdom of Hawai’i in 1893.
Native Hawaiians (Kanaka Maoli) were pushed into poorer areas and marginalized. They’ve protested for decades, triggering a six-month Kapu Aloha standoff last year. The Protectors, as they call themselves, effectively shut down development of a multi-billion dollar scientific observatory, TMT, as they’re fed up with continued lies and corruption from government and officials.
Gordon Adams coined the term, Iron Triangle, to describe the policy-making relationship between congressional committees, government bureaucracy and interests groups. In Hawai’i, the Coconut Triangle is comprised of state politicians, government bureaucrats and Big Tourism advocates. They nurture the Goose that lays Golden Eggs and enriches their families and friends.
C19 smashed the Goose. Daily arrivals averaged around 30,000 visitors per day prior to the pandemic. Assuming each tourist spends $3,000 during their trip, this works out to $90,000,000 arriving per day by plane or cruise ship.
These billions have never been distributed equally or equitably. This week, media reported just 59 Americans collectively have more wealth than over 50% of citizens in the nation. Similarly, millions of primarily foreign laborers have been imported to the islands over seventy years to work minimum wage, dangerous and tedious jobs to enrich the most privileged.
Hawaiian Electric Industries CEO & President Constance Hee Lau, highest paid employee in the state, received over $5.7 million in her last reported year. It takes an ordinary worker in Hawai’i more than 100 years to make this much.
Just as an erratic Donald Trump seems to sense his re-election slipping away, the Privileged in Hawai’i are panicking at this time as they rush to open doors to tourism. Locals Locked Down for Tourism
Mayor Kirk Caldwell yesterday said O’ahu was on track to move to Tier 2 of four levels of economic reopening in two weeks, but warned residents need to remain vigilant to make it happen. Under Tier 2, which requires Oahu’s new C19 cases remain below 100, and positivity rates below 5%, restaurants would be allowed to serve up to five individuals not necessarily from the same household to dine at the same table.
Tier 2 reopening requires C19 cases on O’ahu remain below 100. Today, confirmed cases on the island were 109; 155 statewide.
Gyms and fitness facilities, currently approved to operate outdoors only, would be allowed to open indoors at 25% capacity. Arcades would be allowed to reopen at 25% capacity. Legal, short-term rentals, closed currently, would be allowed under Tier 2. Obesity is a driving factor in poor health outcomes for those suffering C19. Gyms remain closed, yet government reduces restrictions on visitors.
At the same time, Caldwell said, “All systems are go” for the pre-travel testing program to begin Thursday, October 15th. Honolulu’s mayor, along with neighbor isle mayors, demand visitors undergo a second test after their arrival. Governor Ige and Lt Governor Green refuse to heed the safety calls of the mayors and residents (see Survey Results 10.9.20 above).
“One thing we all know, the virus is everywhere. It’s everywhere. It’s in the Rose Garden of the White House infecting top government leaders. It’s in the UH football team even though they get tested on a regular basis. It’s at our satellite city hall at Kapolei, in our DPP permitting center out there. It’s not going to go away.”

At a Wednesday news conference at Daniel K. Inouye International Airport, Dr. Libby Char, director of the state Department of Health, said studies indicate the pre-testing will catch between 20% to 80% of cases.
In other words, if five visitors are infectious, the pre-testing program will catch at minimum one, maximum of four, but never all C19 infectious arrivals. Could you imagine how airline travelers and the nation would feel if up to four of five Islamic extremist terrorists were able to slip through security?
StarAd editorial today argued the launch of Hawaii’s pre-travel testing program — initially slated for Aug. 1 — has been repeatedly, frustratingly, pushed back, and essentially, “must go full-throttle” to re-open our doors.
State Senator Mike Gabbard posted concerns that Lt Governor Josh Green and Anthony Fauci appear to agree on re-opening with flawed testing protocols. His daughter, U.S. Representative Tulsi Gabbard, called for the resignations of numerous public health officials over the past six months. Leadership here has been a disaster.
As I said, media such as StarAdvertiser is pro-business, not pro-life. World C19 infections are exploding; U.S. infections are rising in 21 states, many that will send tourists. The next 2-3 months are expected to be horrific. Yet those filling the Coconut Triangle say, “Just put on a mask, physical-distance and continue other virus-safety directives, as hotels and the Tourism Goose need new arrivals. Damn the locals who are concerned for safety and lives of residents and their families.”
